The Housing and Development Board (HDB) has launched 10,209 new flats in its July 2025 sales exercise. This is a big one, as it includes both new Build-To-Order (BTO) flats and leftover units from the Sale of Balance Flats (SBF) exercise, giving potential buyers plenty of options across Singapore.

Let's break down what's available and the key updates you should be aware of.

BTO & SBF Flats: The Numbers 

In this launch, HDB is offering:

  • 5,547 BTO flats in eight new projects across Bukit Merah, Bukit Panjang, Clementi, Sembawang, Tampines, Toa Payoh, and Woodlands.

  • 4,662 SBF units spread across various towns. A big plus here is that 1,733 of these SBF flats are already built, which is great if you're looking to move in sooner.

 
July 2025 BTO Projects at a Glance

The eight BTO projects offer a mix of locations and flat types. Four of these are under the Prime Location Public Housing (PLH) model, which means they are in central locations but come with stricter selling conditions.

Prime (PLH) Projects:

  • Alexandra Peaks & Alexandra Vista (Bukit Merah): These two projects next to Redhill MRT offer a combined 1,107 units of 2-room Flexi, 3-room, and 4-room flats.

  • Clementi Emerald (Clementi): Located near Clementi MRT, this project offers 753 units (2-room Flexi, 3-room, 4-room) and has a shorter waiting time of under 3 years.

  • Toa Payoh Ascent (Toa Payoh): Situated in a popular mature estate, this project has 741 units of 2-room Flexi, 3-room, and 4-room flats.

Standard Projects:

  • Bangkit Breeze (Bukit Panjang): Offers 643 units, including 5-room flats, and also has a shorter waiting time of under 3 years.

  • Sembawang Beacon (Sembawang): The first project in the new Sembawang North area, it has 775 units and includes 3Gen flats for larger families. The waiting time is about 3 years.

  • Simei Symphony (Tampines): A smaller offering of 380 units of 2-room Flexi, 4-room, and 5-room flats in the mature estate of Tampines.

  • Woodlands North Grove (Woodlands): The biggest project in this launch with 1,148 units (2-room Flexi to 5-room). It's located near the Woodlands North MRT and the future RTS Link to Johor Bahru.

Important Policy Updates Starting This Launch 

HDB has rolled out a few key policy changes that apply from this sales exercise onwards:

  • Higher Prime Subsidies: The four Prime projects will get more subsidies to keep them affordable. The trade-off is a higher subsidy recovery fee when you sell the flat later (12% for Clementi Emerald, 11% for the others).

  • Priority for Singles: A new Family Care Scheme gives priority to first-timer singles who apply for a 2-room Flexi flat to live near their parents.

  • More Chances for Second-Timers: The quota for second-timer families buying 3-room and larger BTO flats has been increased.

  • Bigger Fresh Start Housing Grant: Eligible second-timer families living in rental flats can now get a grant of S75,000,upfromS50,000.

  • Stricter Ballot Shortlisting: The number of applicants shortlisted for a ballot is now reduced, which means if you get shortlisted, you have a better chance of being able to book a flat.
