For new development, there will be a price appreciation upon TOP because buyers & tenants will be able to see & feel the units, also people like new "things". A good example, For new project that TOP during the economy crisis in 2008-2009, There was a minimum appreciation of approx 7% where as the resale market had a dip in prices.
